You might have hard water - many of us do, you could try a residue free shampoo or bar soap.
Right now I'm using neutragena tgel, but theres many others to choose from.

Try scraping your scalp with a fingernail, if you get a white sticky residue under the nail its most likely sebum.
Have had the same issue, I believe its caused from the scalp becoming too dry which forces it to produce more oil.
My hair is even shorter, about 3-4 inches (top only). I'm about 2 months in now, and well its goofy
Makes me worry that its not going to turn out how I expect. My hair is super curly and instead of seperating it has formed ringlets. To look at my hair you'd think it was only a half inch length, but if I pull a piece you can see its much longer.
I guess with such short hair I'm in for the long haul.
I suffered with the white sticky mud from baking soda also. Switched over to a clarifying shampoo (treseme iirc).
Working well so far. Can be bought in any store like asda/tesco
This is the same problem I have (mentioned in the mystery mud topic), a paste like mush on the scalp - gets under finger nails. Doesnt seem to matter how many times I scrub it, it just wont go away.
I'd love to get this working out right.
