Welcome. If you are using braids, and expecting them to lock up, it'll take a while. It'll happen, but very slowly. They need to untangle themselves first, in order to start locking.

As for the bands, take them out. Rubber bands do much more damage than good. Because they are elastic, they squeeze your locks too tightly, causing weak spots that will eventually lead to your locks snapping off at those points. Bands also tend to snap and get sucked into locks, where they dry rot. I'm sure you don't want mold to grow in your hair. It's not pleasant.

Welcome. I see tat you posted a discussion about the wax, but I haven't gotten a chance to read it yet. Since you are so new with your locks, there's no way to get the wax out without starting over. The minute all of the wax is gone, your hair will be straight again. it may have some tangles, but it won't be as tangled as it is now. But if you leave the wax in, it'll never tangle more than it is now, anyway.

So, that said... Once you get the wax out, you can use a starter method like TnR or back combing to get your locks started again. But no matter how you start, locks untangle and retangle with each wash or the first ~6 months or so. There's no real way to avoid this.
