You can purchase it for under $10 from drug stores, Target Stores etc...6000mcg strength is recommended. Stop brushing now, wash with a dread friendly shampoo and your hair will start to naturally separate into sections, when it is long enough to form dreads, it will start to knot up.
You have hard water where you live, check map below, many shampoos and soaps like Dr.Bronners do not work well in hard water, they leave behind a residue build up in dreads.
