Welcome. If you are using braids, and expecting them to lock up, it'll take a while. It'll happen, but very slowly. They need to untangle themselves first, in order to start locking.
As for the bands, take them out. Rubber bands do much more damage than good. Because they are elastic, they squeeze your locks too tightly, causing weak spots that will eventually lead to your locks snapping off at those points. Bands also tend to snap and get sucked into locks, where they dry rot. I'm sure you don't want mold to grow in your hair. It's not pleasant.
