Hey! I'd suggest you cut down on the amount of BS that you use - I usually use just 1-2 tablespoons of baking soda and it does the job.
There has been a few times when I've noticed I haven't rinsed the BS out properly - it feels dirty and abit...gucky. So when you think you are done rinsing - rinse some more!
Good luck!:)
EDIT: Right, noticed here that your ratios are the ones recommended here aswell: http://www.dreadlockssite.com/forum/topics/baking-soda-and-sea-salt-ratios so that shouldn't really cause that much trouble. Have you used any other products in your hair that could leave a residue?

you rinsed between the bs and acv?
you didnt pout the acv over the bs right?
are you typicaly oily
?
if so try no acv for a week or 2 then resume
oh..and are you confident in the quality of the oils and sure they are esential oils not fragrant oils
often aromatherapy oils are sold as essential oils

It may look oily for the first week or two. This is because normal shampoos strip your hair of all the natural oils it produces, so now that you aren't washing with that ur hair has to readjust the amount of oil. Does that make sense? bs/acv doesnt strip the hair but still cleans so after a transitional period (oily hair for about a week) your hair will become self-regulating
