1 year in, hair just keeps shrinking

I have fine/thin hair, it used to be past my butt. my hair just keeps shrinking and it is around my chin or a little lower now. Not only that I have A TON of loose hairs. I feel like I'm just not going through a good phase. Do I need to be doing more or less of anything at this stage? My locks were formed without crochet hooks. 

5 months in. Got some locks, but still got a lot of unlocked hair.

General Questions

My roots are so locked together I can get them apart and the bottoms won't lock up at all. I'm three months in. Is this normal? Any tips?
