My dreads are about 5" long and nearly 3 weeks old. Recently, I've noticed that loose hair is growing in at the roots. Is there anything I should do to prevent my dreads from growing out?

Those loose hairs will get sucked into other locks or form their on. They are essential for healthy locks.
And don't palm roll at all. If you do it enough to see progress, you will destroy your locks
