completely normal the 1st year they will tighten up to 1/2 inch by the time they are mature but the 1st year its normal to have 1-3 inches loose..just leave em alone they tighten on their own eventualy
as they grow that hair will mat and tangle. I was worried about it too when I first started. I used to rub my roots till it hurt just to tangle them, but it never worked. After a few weeks and months, you will forget about it and notice that that hair is knotted, and new hair is loose. It's just the cycle of dreadlocks
