i propose a series of mandatory and optional (states option to impliment) taxes and programs as follows
medicinal use
medicinal use matrijuana will be taxed at a low rate, 1-2% with tese taxes being applied to research, 25% into medical marijuana reseawrc for various conditions, 75% being applied to research for currently incurable disseases and conditions
additionaly states have te option of taxing an additional 1% for no longer then 5 years tro be used to setup te infrastructure for insurance companies to cover medical marijuana for life treattening diseases as well as coinditions wich affect te abiity to live a maximal functional life including conditionsd affecting employability

personal use
to limmit overuse and abuse a 4 oz per month cap will be put in place, with te possibility of special permitting (states options) to double tat ammount in certain cases with proper justification (guidelines are states option to set)
personal use wiull haqve a higher tax rate (production and distrubition costs will lower to compensate)
3% will go to exploring and implimenting industrial uses of hemp, providing jobs within te hempo industry (excluding production of personal use marijuana)
3% will go to developing hemp based fuels, wit state option to add an additional 1% for other reusable fuels and green technologies
2% will go to drug and alcahol prevention and reabilitation

for 1st 5 years an additional 4% will go towards developing a safe production and distrobution network as follows
production, any farmer can apply for a growers liscence and convert up to 50% of all feilds to growing hhemp and/or marijuana. if they use over 50 acres, 60% must be industrial emp or combo of industrial/medical, the remaiing 40% can be personal use growt.
farmers may sell direct to tye public at te farm only, but ammount sold on premices must not exceed 100 pounds a month.
te remainder is to be sold to distrubution centers.

distrobutioin
all transportation of personal use or medical use marijuana (not industrial emp) will be transported by starte or federaly approved transportation companies
distrobution centers can be any of te foillowing wit states rigts to coose.

option 1, state approved and owned centers, like a state run liquer store model
option 2 privately owened but state approved and regulated distribution centers.
option 3, any6 distrubution center, including coffeeouses hotels even resteraunts and bawrs tat apply for and receive a liscence to distribute.

any violence or criminal activity at any distribution center may result in lossd of liscence.



additional optional taxes and regulationsstates may opt out of distribution, meanmning it cannot legaly be bougt or siold or transported, owever they can fuine eavily but not jail anyone breaking tose laws unless weapons or violence is involved. owever to discourage illegal distribution tey may fine up to 150% of te value seized (no laws maybe passed in regareds to medicinal or industrial distrubutioin)

companies may impliment no use during work hours rules but may not fire or refuse to hire based on use outside of work (wit certain exceptions, pilots, air traffic cfontrollers, surgeons any oter job title tat use can cause severe consequences based on extensive testing)

additional taxes.. states may add a tax for education and cild protection
states may adda tax to be applied to cutting medical costs

no state may tax more ten 45% total and should strive to reduce production and distribution costs

statres may allow unliscenced personal growing
personaly grown product ovetr 1 pound per arvest may be required to be sold to distribution centers at fair markety value

all taxes will ave a 5 or 10 year limkmit, with an option to extend
taxes used to develop new industries will be removed once tose industries are impolimented
taxes for social structures maybe concidered perminant but still ave aq 5 or 10 year ereavaluatrion cycle


additionaly, all non violent pot offenders currently imprisoned will be released, and will be te 1st offered jobs in any new marijuana/emp based industries
