I actually got this from a pattern out of a magazine. Each neck is different so if you know how to work with measurements and modifying patterns to accommodate them then it should be pretty easy for you.
I crocheted this, rows going vertically. I did a few single crochet, a few half double, then the rest were double (to get the flare I just reversed the pattern at each row) and I did every other row in the back loop only and every other row in between through the front loop only so that it was smooth against my neck and ribbed on the outside.
I made this with an H hook and 100% Alpaca wool. It was pretty loose but when I washed it, it felted up and fit nicely.
