You can't look up "Hard water in the US" on google and see where you live. The USGS is a pain in the ass to navigate.
With Dr. B's you can try to wash your hands and if your hands feel smooth, you have hard water. If they feel dry as a bone, it's probably soft water. That smooth feeling is slight residue left over. This isn't an exact science, but it'll help give you an idea

I tried blowing it up to full size to see, but it just gets blurry. It looks like residue more than fuzzies that get stuck.
How are you washing and drying?
Well...the Dr B shouldn't leave any residue at all, so you've got me there. Wonder if it has anything to do with your water. Do you have hard water?
