Ivory definitely leaves tons of residue. How often have you been using it? It may be worth getting a smaller, travel sized, bottle of a clarifying shampoo. Just to help get the residue out.
Soft vs. hard water is due to the dissolved and undissolved minerals. Hard water has more, which makes it hard to rinse certain kinds of soaps out
It depends on what soap. Most normal soap leaves residue and has added conditioners that delay progress.
Check out the soaps from dreadlockshampoo.com. They are the best for locks. If you have soft water, Dr. Bronners is great, too. Or, a lot of us like to use the Baking soda/apple cider vinegar wash. But that one only works well in soft water, too.

try a clarifying shamooo once maybe twice then switch to the dreadlockshampoo bars at least twice a week then report the diference
