You could definitely start now. There's no time too early. When your hair is really short, you can let them start to section themselves. They may not start to lock right away. But they will section out. If you're lucky, they will begin to lock early. Just start washing them like you already have locks.

Now, I feel like I should warn you,wax is terrible for locks. In fact,it completely prevents them from forming. Hair does tend to tangle around it, but the areas that were waxed, never mature passed the first day the wax was applied. They may feel hard and mature, but that is only because he wax dries and makes them feel mature. If you washed it out, they would not be nearly as formed as you think they are. And because wax is a hydrocarbon, it will NEVER wash out in normal soap and water. Hydrocarbons need a detergent and tons of scrubbing to clean out. If left in, water will get trapped in your locks and will cause mold and mildew to grow in your hair.
As for crocheting, the only thing worse for locks, is felting. Crochet hooks do nothing to promote locking. With every pass of the hook, hundreds of hairs get ripped to pieces. This severely weakens your locks. If you only did it once to start, that's not as bad. But if done for maintenance, your locks will eventually get so weak that a good tug will snap a lock in half. It could even rip it out at the root (If you crochet your roots), leaving a bald spot.
