1st post to regional websites and on regional lightlines that you wanttio call a council then council to see if the region even wants to hold a regional if so propose scouting areas decide on a plan whos gonna scout where and when scouts will meet and a date for a second council to go over what scouts found and wheres a suitable location durig scouting..parking..a main meadow..and clean useable water are most importandt as well as no sensative areas or endangered species..also communicating to local busineeses helps and other then that u should talk t o ppl who have more experience putting on gatherings
