Plain water will not wash your hair. It won't strip oils out of it, and it won't clean dirt off. It may take big chunks of dirt away, but it won't clean inside your locks, or under all ther nappy hair covering your scalp.
You need a soap to clean your locks. The soaps that Eagle mentioned are amazing. If you have soft water, Dr. Bronners is good. And for a great deep cleanse you can do a BS/ACV rinse
