does chlorine really help lock up dreads?

i don't remember where i heard this, but i heard chlorine and salt water helps lock up dreads. true or false? thank you. <3

Patient. i have no patience for anything. and with dreadlocks i have to learn to be patient. and wait for good things to come.
freedom. my hair is free, growing on its own, and doing its own thing. as i do the same.
i was on a chat room talking about dreads and all, and this lady said something that made so much sense to me, and i agree completely with her instantly.
she told me "anyone that dreads there hair, has great courage. those people aren't afriad of what other people think. they step outside of comfort zone to express themself"
anyone else agree?

i just scent free baby shampoo, that's all i havefor now.
and i just mainly rubbing my roots and rinsed my dreads.
