Is it normal for only like half of your head to be dreaded by 11 months if you are doing freeform/natural/neglect?

yeah, from what I understand it can take up to two years for most/all of your hair to end up in dreads.
I personally started on July 4th, what has formed mostly seemed to be around the edges of my hair. Along my forehead, along back of neck, around ears etc it like makes a circle around my head but most of the "crown" of my head doesnt seem to want to dread as easily. Im sure it will just take more time/patience.

everything they do is normal, from dreading overnight to taking a long time
