It's not just dandruff you're trying to avoid. Your scalp gets dirty. Sweat, dirt, lint, oils, all sorts of crud sticks to your skin. Using just plain water won't wash it away. It may rinse away the oils, giving the impression of being clean. There's still gunk stuck to the skin.
