Jojoba Oil? best way to use

I have two sets of "dreads" all my upper layer of hair is natural/neglect while my hair underneath was crocheted. There only 6 months old and I've never crocheted them apart from the day i done them so there basically like 6 month crochet recovery. Lately they have been getting a bit dry and are still a bit stiff so i finally bought some jojoba oil but I'm unsure of how to apply it seen as though its only the bottom layer. I would apply it to my whole head but since my neglect dreads are doing amazingly and arnt dry or stiff i didnt know wether applying jojoba oil would be a good idea or not.I would love the dreads underneath to be lovely and flowey and soft like my neglect ones :)

Any help/tips would be greatly appreciated

How do you wash? I put a few drops of jojoba oil in my acv rinse...

i did try that but where i live the water is very hard so i gave up and now wash with the Nag Champa dreadlocks shampoo twice a week :(
