If you have a craft store near you I think you can get a little package of elastic for like 2 bucks depending on the yardage. If you have a rivet punch that would be even better than just punching holes in it (because if possible light fraying around the hole) but you will only be wearing it for one night so I don't think it will fall apart on you. Just put it a little farther from the very edge (maybe put a little glue or some clear nail polish around the hole could help.)
