Stuck hair tie in dread

So this hair tie has been in there for a while. I was using the hair to put these two dreads together and I left that it for too long and it's pretty stuck and this is what it has looked like for quite awhile. Should I just cut off the piece that's showing or try to take all of it out? How?

my best freinds got hair ties and plaster barets stuck in hers for years and years

if u dont want silly things like that stuck in them forever then take it out any way uy can
