they may not have seen it you may have cause u popped onto that site once then again it might just be random there could be a million diferent ads that are competing to be seen some may pay a few cents more to be shown to you cause you "showed interest" by visiting their site once or twice before

they may also try to target sites related to hair care

because of the tags i used tho its not really related to whats on the page as much as your personal prefferences profiles that are storeed in cookies
