My locks are forming naturally at an actually pretty quick pace, but they are smaller than I want. Is it just time that I need for them to grow together, or is there some maintenence I can do to help with that?

Locks almost always look much thinner in the beginning than they do when mature.

So like Eagle said, wait it out. You can always let some combine and thicken up later
