Welcome. Eagle's right about the law and work. If you want healthy locks, you shouldn't do any maintenance to them. And no job can object unless for safety reasons (Like if you need to wear a mask as firefighters or pilots do).

As far as rubber bands go, they are elastic. They squeeze your locks too tightly, even if they aren't in tight. This prevents movement. Stopping movement stops knots from forming. They never progress. Bands can also snap and get sucked into your locks where they get lost and dry rot causing mold and mildew. Baking soda will make this happen faster causing mold to grow sooner.

Welcome to the community. To get the wax out you will have to use some form of detergent. Dish soap will work, but you will need many treatments. You can but wax-b-gone, which will work more quickly, but will still take a number of applications.
