Welcome. If you're not using shampoo, are you using Baking soda and apple cider vinegar? You should be using something to clean your hair. Dirty hair won't lock well or at all
Welcome to the community. Your hair is actually growing faster than the average, which is about half an inch per month. And, actually, I started the dread process at about 3-4 inches, so ther is no reason why you can't begin, too. It may not begin to dreads for a few months, but it will section itself out, thus being ready for dreading when the appropriate length is reached.
When you do begin to grow dreads, it is important to keep your hair clean as it dreads faster that way. Granted, normal shampoo won't cut it, but there are other things you can do to clean.

Welcome. I have to warn you not to palm roll, though. If you don't do it often, it does nothing to create lasting knots. If you do it every day, it will severely destroy your roots

Dont palm roll. Just let them be. Wash and separate.
