Welcome to the community Nick, you came to the best site to get you off to a healthy dread journey. As Soaring Eagle said, Biotin taken daily will speed up your hair growth. You can purchase it for under $10 from drug stores, Target Stores etc...6000mcg strength is recommended. Stop brushing now, wash with a dread friendly shampoo and your hair will start to naturally separate into sections, when it is long enough to form dreads, it will start to knot up.
You have hard water where you live, check map below, many shampoos and soaps like Dr.Bronners do not work well in hard water, they leave behind a residue build up in dreads. A member on this site has created wonderful shampoos and bars for dreads which work fantastic in hard water. DreadlockShampoo.com

Yes Shea butter looks like it might work in your hair. Not to much though just a lil teeny bit thru the actuall hair shaft . Other than that basically just let it go sister patience is the key
